Internet Explorer usually requires you to download a tool bar or some other sort of pop-up blocker. However, I'd recommend downloading the Firefox browser to use. It's safer and is much more effective at blocking popups in my own experience.

Look under the Tools menu in internet explorer. There should be a way to turn it on and off there.

You can download pop-up blockers and you can also use antispyware and anti-adware softwares which can be installed to remove unwanted pop ups.In Windows XP with SP2, you are also provided with the pop-up block with the internet explorer.
